Continued Public Hearing – Revisions to Stormwater Requirements Contained in the Subdivision Rules & Regulations
Ken Motta was present for the public hearing. Copies of the revisions were submitted to three local engineering firms; comments have been received from Dana Altobello of Merrill Associates.
During the review of Mr. Altobello’s comments the following issues were discussed:
· Discharge of untreated stormwater runoff (4.5.1)
· Side slopes of above ground basins (4.6.4)
· Separation from the bottom of a basin to groundwater (4.6.9)
· Inclusion of C type soils (4.7.2)
· Separation from the bottom of a subsurface recharge system to groundwater (4.7.3)
· Allowing surface recharge systems to be located under paved parking areas (4.7.6)
· Use of infiltration basins or subsurface recharge systems as temporary sediment traps or stormwater management during construction (4.7.9)
· Amount of cover over drain pipes (6.1.6)
· Methods of groundwater mounding analysis (2.4)
· Materials used to determine the flood elevation (3.2.1.2)
· Requirement for a Soil Evaluator, Certified Soil Scientist, or professional geologist to perform soil testing (4.3.1)
· Materials used to determine rainfall data (4.4.1)
· Rewording of language contained in Section 1.1
· Rewording of language contained in Section 3.1.4
Moved by Co-Chairman Winters and seconded by Member Gonsalves to close the public hearing on the stormwater requirements contained in the Subdivision Rules & Regulations. VOTE: 7-0-0
